Yes. Creating checkout sessions and changing customer balances are limited to 100 requests per hour per key, and withdrawals to 50. See Rate limits.

Yes — create a checkout session with product_ids. Stock, variants and delivery work exactly as they do for regular store orders.

Subscribe with webhook_url and handle checkout.session.completed, or poll Retrieve session. Don’t rely on the customer reaching your success page.
